The ordinance prohibits parades or civic demonstrations obstructing the free use of streets and sidewalks without first obtaining a permit from the City.*fn2 We issued an alternative writ of prohibition. Alleging that it has been designated real party in interest under the name of the "People of the State of California," the City has made a return thereto by verified answer. (Code Civ.
